Opening a car rental office in Oman involves several authorities. This is a practical summary; fees and conditions change, and the official authorities are the final reference.

1. Commercial registration
It starts with a commercial registration (CR) from the Ministry of Commerce, Industry and Investment Promotion with the car rental activity. It is a prerequisite for the other approvals.
2. Rental activity authorization
An authorization to run a car rental activity from the Ministry of Transport, Communications and Information Technology, separate from the CR.
3. Rental registration for every car
Each vehicle in the fleet must carry a commercial rental registration with the Royal Oman Police, not a private registration.
4. Insurance
Insurance suitable for rental use on every car, preferably comprehensive including third-party and theft cover.
5. Municipal licence and premises
A municipal licence for the premises, plus an office and parking space under a lease. Published sources put the annual municipal licence roughly between OMR 200 and 500 depending on location.
After licensing: operations
